"SCA:s nedläggning kommer slå hårt mot hela regionen"

Skogskoncernen SCA avvecklar produktionen av tryckpapper vid Ortviken utanför Sundsvall. 800 anställda kan komma att beröras.

Efterfrågan på tryckpapper har krympt med cirka fem procent per år sedan 2008, och under coronapandemin har efterfrågan minskat med ytterligare 30-40 procent.

Den dåliga lönsamheten på tryckpapper gör att SCA i dag, onsdag, meddelar att de kommer att avveckla sin tryckpapperstillverkning på Ortvikens pappersbruk utanför Sundsvall, men även andra delar av bolagets verksamhet berörs.

Totalt kan cirka 800 anställda komma att påverkas, nedläggningen kommer att ske inom sex månader, enligt skogskoncernen. Samtidigt investerar SCA 1,45 miljarder kronor i så kallad CTMP-massa till hygien- och förpackningspapper vid bruket i Ortviken.

Mbl-förhandlingar kring avvecklingen av pappersproduktionen kommer att inledas med de fackliga organisationerna på företaget inom kort.

– Unionen har ett 80-tal medlemmar på arbetsplatsen och det är klart att det här skapar en stor oro. Det är en av våra största arbetsgivare så det kommer att bli ett hårt slag för hela regionen, säger Patrik Åsell, regionchef på Unionen Mellannorrlands kontor i Sundsvall.

Sedan ett drygt år tillbaka har Unionen ingen klubb på arbetsplatsen, därför blir det nu regionala ombudsmän som tar hand om de fackliga förhandlingarna. På Unionens regionkontor blev man överraskade av dagens besked.

– Vi har inte fått någon indikation på att detta var på gång och hade önskat att vi hade blivit förberedda och informerade om det här i förväg, säger Patrik Åsell.

No guaranteed wages in Northvolt's US reconstruction

The clock is ticking for the struggling battery manufacturer Northvolt. During the autumn, debts have piled up with the Swedish Enforcement Authority, and recently several of the company's major shareholders withdrew from negotiations for new financing. Since its inception in 2015, Northvolt has raised SEK 110 billion, but now the money is almost gone. – The Swedish state does not pay any guaranteed wages if the company has not initiated a reconstruction or bankruptcy in Sweden. If Northvolt only initiates a Chapter 11 procedure in the USA, all the company's obligations to employees in Sweden to pay wages and other compensation according to the employment contract remain, says Hans Andersson, chairman of the Swedish Association of Restructuring and Bankruptcy Administrators.

If Union members at Northvolt do not receive their wages, the union can, however, request the company to be declared bankrupt in a Swedish court.

– If Northvolt does not pay wages on time, the employee or the union can collect the wages through the Enforcement Authority and ultimately request that the company be declared bankrupt if the wages are not settled, explains Hans Andersson.

Unionen: "Will collect unpaid wages" 

Filip Vujcic, a union lawyer at Unionen, also assesses that members cannot benefit from the state guaranteed wages when a corporate reconstruction is initiated in the USA.

– This means that Unionen, in the event of future unpaid wages, needs to safeguard its members' rights through wage collection. According to Swedish bankruptcy rules, a corporate reconstruction in the USA does not prevent a member's bankruptcy application from being examined in a Swedish court, he says.

Will Unionen request Northvolt to be declared bankrupt if members do not receive their wages? 

– Unionen does not comment on that question at this time.
